An "earmark" I suppose being a term of art. If you get your pork in the bill at the outset, it's just part of the bill. If added later to garner your vote, then it's an earmark. And since the bill is already laden with pork - er, I mean, stimulus - there is simply no need for more pork, er, I mean, stimulus, er, earmarks.

In other words, we took care of it up front.

“This is not only about the health of individuals in our country, which will be justification enough,” said Pelosi, a California Democrat. “It’s about the competitiveness of our businesses to make them globally competitive because they are competing with companies and countries where the federal government -- their governments -- pay for health care. They don’t have to bear those health care costs.”

Madam Pelosi, let me help you with this one; "they are competing with companies and countries where the federal government -- their governments -- pay for health care."

Let me get this straight; American Workers are competing with other Workers that have an advantage because "wherever" the other Workers are their Government pays for their Health Care.

Madam Speaker, who pays their Government?

Madam Speaker, who will pay the Bill for American Workers to have their Health Care "paid for"?

Huh? Huh?

Damn, I went to an Ag School and I can figure this one out.

ABC News’ Rick Klein reports: House Speaker Nancy Pelosi was briefed on the use of “enhanced interrogation techniques” on terrorist suspect Abu Zubaydah in September 2002, according to a report prepared by the Director of National Intelligence’s office and obtained by ABC News.

The report, submitted to the Senate Intelligence Committee and other Capitol Hill officials Wednesday, appears to contradict Pelosi’s statement last month that she was never told about the use of waterboarding or other special interrogation tactics. Instead, she has said, she was told only that the Bush administration had legal opinions that would have supported the use of such techniques.

The report details a Sept. 4, 2002 meeting between intelligence officials and Pelosi, then-House intelligence committee chairman Porter Goss, and two aides. At the time, Pelosi was the top Democrat on the House intelligence committee.



The meeting is described as a “Briefing on EITs including use of EITs on Abu Zubaydah, background on authorities, and a description of particular EITs that had been employed.”

EITs stand for “enhanced interrogation techniques,” a classification of special interrogation tactics that includes waterboarding.

Pelosi, D-Calif., sharply disputed suggestions last month that she had been told about waterboarding having taken place.

“In that or any other briefing . . . we were not, and I repeat, were not told that waterboarding or any of these other enhanced interrogation techniques were used," Pelosi said at a news conference in April. "What they did tell us is that they had some legislative counsel . . . opinions that they could be used, but not that they would."

Brendan Daly, a Pelosi spokesman, said Pelosi’s recollection of the meeting is different than the way it is described in the report from the DNI’s office.

“The briefers described these techniques, said they were legal, but said that waterboarding had not yet been used,” Daly said.

Daly pointed out that the report backs up Pelosi’s contention that she was briefed only once on “enhanced interrogation techniques.” Her name does not appear elsewhere in the report.

"As this document shows, the speaker was briefed only once, in September 2002," Daly said.

At the briefing, Pelosi did not formally register objections to the interrogation techniques authorized by the Bush administration. President Obama has said he considers such techniques to be "torture."

According to the interrogation memos released last month by the Obama administration, Abu Zubaydah was waterboarded 83 times in August 2002.

UPDATE: The report also details dozens of other meetings with members of Congress -- though not with Pelosi present -- where the use of waterboarding and other interrogation techniques was described.

The Senate intelligence committee’s chairman and ranking member, Bob Graham and Richard Shelby, were given a briefing similar to the one with Pelosi and Goss on Sept. 27, 2002, according to the report.

On Feb. 4, 2003, a briefing on “enhanced interrogation techniques” for Sen. Pat Roberts, R-Kan., and Sen. John D. Rockefeller IV, D-W.Va., revealed that interrogations of Abu Zubaydah and Abd Al-Rahim Al-Nashiri were taped.

In addition, that briefing “described in considerable details” the techniques used, including “how the water board was used.”

A similar briefing the following day included Goss and Rep. Jane Harman, D-Calif., who by that time had become the top Democrat on the House intelligence committee, when Pelosi moved on to become minority leader.

The report is accompanied by a letter from CIA Director Leon Panetta to intelligence committee leaders that describes the way it was compiled: “This letter presents the most thorough information we have on dates, locations, and names of all Members of Congress who were briefed by the CIA on enhanced interrogation techniques. This information, however, is drawn from the past files of the CIA and represents [memorandums for the record] completed at the time and notes that summarized the best recollections of those individuals. In the end, you and the Committee will have to determine whether this information is an accurate summary of what actually happened. We can make the MFRs available at CIA for staff review.”

In tough economic times, one would expect most people and institutions to do a little belt-tightening to save money. Not Congress, however, although that’s hardly news in Year 1 of Porkulus. However, Pelosi & Co have slipped into the budget a $90 million increase in incumbency protection that has gone almost completely unnoticed — and unquestioned:

The House wants to increase Members’ office budgets next fiscal year by almost 15 percent, partly because 2010 is an election year and lawmakers anticipate a surge in franked mail.

In a recently released budget request, the House Chief Administrative Officer asked appropriators to raise the Members’ Representational Allowances — which fund everything needed to run offices, including salaries, travel and supplies — by $90 million, citing increases “due to the election year cycle.”

“In an election year the expenditures increase and then decrease in a non-election year,” the request reads.


There is only one problem with this rationale; incumbent candidates are not supposed to use public resources for their campaigns. We have laws against that, and every blue moon someone gets investigated for it. Salaries, travel, and supply costs should all be borne by the campaign and their contributors, not the American taxpayer.

In other words, an election year should present the same cost as any other year, not a biannual drain on the Treasury to allow incumbents to protect themselves at public expense. Pete Sepp of the National Taxpayers Union calls foul:

“It’s an incredibly naked admission that Members of Congress abuse the franking privilege for electoral purposes, even though the rules say they don’t,” said Pete Sepp, spokesman for the National Taxpayers Union. “This sends the worst possible message not only to the taxpayers, but to the electoral system as a whole.”

But House officials contend that they use the phrase “election year” without meaning to draw a link to the election. The phrase is “generically used to reference the second year of a Congressional cycle,” said Jeff Ventura, spokesman for CAO Dan Beard.

“The increase occurs because in the second year of any Congress, there is traditionally more legislative news to convey to constituencies as various bills evolve through the legislative process,” he said.


Anyone buying that explanation? They use “election year” not generically but because members suddenly discover a need to communicate every single detail of their courageous attempts to represent their constituents when elections draw near. Representatives bury their districts in a blizzard of newsletters informing them breathlessly that their incumbent’s letter to the assistant undersecretary of the Bureau of Taxpayer Waste Management got them an extra $534.33 spent on the sidewalk in front of Katie’s Kitchen so Grandma won’t trip over the crack from now on.

There should be no year-to-year difference in staffing, travel, and franking costs if campaigns cover their expenses — as they should, in order to allow for a fair election. This is just another way to keep an entrenched political class in Washington DC by putting challengers at a bigger disadvantage, and it should be stopped. Under Nancy Pelosi’s “most ethical Congress ever,” though, don’t hold your breath.

Way to go scumbags! Be prepared for more Democratic theft, graft and outright corruption. It's going to be more rampant than normal, due to a complete lack of any meaningful oversight (read Republican watchdogs). Unfortunately, the thieving Dems control everything and there is no FBI, DOJ or Congressional oversight. There's not likely to be any until the midterm elections. Then, hopefully, we'll be indicting the douchebags. That's why Pelosi, Feinstein and several congressmen have gotten away with criminal activity this past month. It's going to be a long wait for justice.
