It is perfectly valid and appropriate for an RMA member to inquire about what is being done to common area. There should be a simple method to inquire at RMA during business hours. Since this activity was noticed during non business hours, it was appropriate to call security. Their terminology for a call may be limited to the word complaint.
RMA members need to understand the obligation to consult RMA in advance for any projects involving common area (this includes parks). Yes, it is usually cumbersome and restrictive but there are valid issues of which the well meaning individual may not be aware.

Question; Is that RMA controlled land? Some area's out back are not....regardless, I can't see why anyone would complain about folks planting daffodils to make the area look good in the spring. It can only inhance our community.
It is true that common area was used to plant the flowers and it is also true that anyone has a right to complain about anything. That being said, I think this is one of those situations where the intent of the individual was not to appropriate common area for personal use but to provide beauty for a lot of people.
The flowers will be beautiful in the spring and will be appreciated by the hundreds of people who walk the lake, including me.
Besides, my wife helped plant the flowers and she told me to say something nice.
