As one of the club Presidents let me say that most of the sports organizations out here answer to higher league or organizations at some point. The insurance policies and contracts that allow our kids to play are held by them, not our local affiliates.

Those larger associations would certainly balk at the very unique situation of taking on some blanket liability or responsibility through a MOU or contract for folks travelling to and from games or practices in our community.

If the larger sports associations won't accept that liability (and they won't), then such a policy as you propose would, I suppose, put this burden on the local volunteers who run our youth leagues.

It wouldn't take too many fines to cut significantly into the operating budgets of our local clubs and leagues (trust me, we are not flush with cash) or discourage folks from wanting to get involved.

If you want to kill youth sports out here, stay on this path.

That said, I think our local sports groups would definitely work towards trying to better inform guest about RMA's rules or to help identify and ban chronic offenders.

K don't think "fining" the leagues is a workable answer in the real world. What would work is the ability to stop and cite nonmember speeders with real traffic court tickets for which they are personally responsible instead of going after someone they visited or played ball with. Which requires at least option 2 if not 3.

Thanks Kevin...and I'm CERTAINLY not advocating for making it difficult for sports leagues to use the facilities. That's the very reason for their existence (not for dad and son and neighbors to play pick-up games all year...though it's great to see that too).

I agree that their is not a BIG problem with leagues using fields, and I'm a strong supporter that they have priority to do so.

However, the question was asked for what happens if a violation occurs, and that was my take.

That said, the only REAL concern I have is around vandalism and damage to fields/facilities (beyond wear and tear). And for those infractions, I think those need to be kicked up a notch beyond RMA compliance, like honest to goodness SSD fines/citations (which gets us back to the reason for the thread).
