Re: escaped cow I think I remember reading something about cities and counties imposing charges on businesses (mostly bars I think) they have to respond to too often, and repeated false alarms, that sort of thing. You'd think if a livestock owner repeatedly inflicted those response costs on LE there'd be some way they'd be able to impose a motivating cost of laxity.
