I can't think of any way a petition could
require the CSD Board to do anything in the way of a personnel action as to an individual employee. Certainly a petition or complaint letters spelling out a complaint would alert the BOD to a problem or magnitude of a dissatisfaction they might not otherwise realize exists. If any corrective action was deemed appropriate and taken, you typically wouldn't read about it in the local press because it is after all a personnel matter and employers don't/can't blab about those. I don't think there exists any formalized way to do this, so there's no particularly "right" or "wrong" way.
I'm not big on going after the people any more, personally, as I've come around to the conclusion that most of the time it's a messed up system and that people can adapt to better systems but if you plug somebody else into a bad system, it is still a bad system.
